President and founder of Sanigest Internacional, Mr. Cercone is a mathematical economist from the University of Michigan with 20 years of experience in public policy and public sector reform with particular emphasis in Asia, Latin America, the Caribbean, CIS and Eastern Europe. Over the past 20 years, Mr. Cercone has worked extensively with the World Bank, IDB and other international organizations on a wide range of social and public sector projects. He has founded and managed more than 10 healthcare and technology companies and is an advocate for healthcare price transparency. Mr. Cercone has extensive experience in Public-Private Partnerships (PPP), namely in the design and development of comprehensive frameworks for the adoption of PPPs in health and education. Mr. Cercone has advised clients on PPP design from Costa Rica to India, including strengthening governance, designing contract management arrangements and developing value-for-money estimates. Sanigest has also managed several PPP projects, on the operator side, providing a better understand of the complex arrangements.
